รูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล สังกัดองค์กรปกครองส่วนท้องถิ่น

Abstract

ในการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อนำเสนอรูปแบบ การบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล สังกัดองค์กร ปกครองส่วนท้องถิ่นโดยมีวัตถุประสงค์เฉพาะ 1) เพื่อศึกษา สภาพปัจจุบัน ปัญหา และความต้องการในการบริหารศูนย์ พัฒนาเด็กเล็ก 2) เพื่อสร้างรูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล และ 3) เพื่อประเมินความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของรูปแบบการ บริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล สังกัดองค์กร ปกครองส่วนท้องถิ่นการดำเนินการวิจัยแบ่งเป็น 3 ขั้นตอน คือ 1) ศึกษา สภาพปัจจุบัน ป้ญหา และความต้องการ โดยการสอบถาม สภาพปัจจุบัน ปัญหาและความต้องการในการบริหารศูนย์พัฒนาเด็กเล็ก กับกลุ่มตัวอย่างจำนวน 394 คน ศึกษาดูงานศูนย์พัฒนาเด็กเล็กดีเด่น โดยการสัมภาษณ์เซิงลึก หัวหน้าส่วนราชการ หัวหน้าศูนย์พัฒนาเด็กเล็ก สนทนากลุ่มครู ผู้ดูแลเด็ก และสังเกตสภาพแวดล้อมและบริบท ศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น แล้วสังเคราะห์องค์ประกอบการดำเนินการชองรูปแบบแล้วตรวจสอบความเหมาะสมและเป็นไปได้ชององค์ประกอบการดำเนินการของรูปแบบโดยผู้เชี่ยวชาญ 2) สร้างรูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล โดยการวิเคราะห์ สังเคราะห์เอกสาร และงานวิจัยที่เกี่ยวข้องและสรุปสาระสำคัญจัดทำคู่มือการนำไปใช้ของรูปแบบซึ่งได้ผ่านการตรวจสอบความเหมาะสำของรูปแบบและคู่มือโดยผู้เชี่ยวชาญ และ 3) นำเสนอและประเมินความเหมาะสมความเป็นไปได้ และความเป็นประโยชนของรูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล โดย การจัดสัมมนาอิงผู้เชี่ยวชาญ ผลการวิจัยพบว่า 1. สภาพป้จจุบัน ปัญหา และความต้องการในการ บริหารศูนย์พัฒนาเด็กเล็ก พบว่า สภาพการบริหารศูนย์พัฒนาเด็กเล็กในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน ทุกด้านมีการปฏิบัติอยู่ในระดับมาก ปัญหาส่วนใหญ่ขาดงบประมาณในการพัฒนา และความต้องการส่วนใหญ่ต้องการงบประมาณในการพัฒนาบุคลากร 2. รูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มีประสิทธิผล สังกัดองค์กรปกครองส่วนท้องถิ่น มี 6 องค์ ประกอบ ได้แก่ 1) หลักการ ประกอบด้วย ขอบข่ายงานศูนย์พัฒนาเด็กเล็ก การบริหารการมีส่วนร่วมของชุมชน และการทำงานเป็นทีม 2) จุดมุ่งหมาย เพื่อพัฒนาศักยภาพผู้เรียนให้มีพัฒนาการที่สมวัยในด้านร่างกาย อารมณ์ จิตใจ สังคม และสติปัญญา และเพื่อเป็นแนวทางให้ผู้บริหารท้องถิ่น ผู้กำหนดนโยบายสามารถนำรูปแบบการบริหารไปประยุกต์ใช้ 3) กลไกการดำเนินการ ประกอบด้วย ผู้บริหารท้องถิ่น หัวหน้าส่วนราชการ ครูผู้ดูแลเด็ก คณะกรรมกรรมบริหาร ศูนย์พัฒนาเด็กเล็ก และกลุ่มองค์กรและหน่วยงานอื่นๆที่เกี่ยว ข้อง 4) การดำเนินการตามขอบข่ายงานบริหารศูนย์ พัฒนาเด็กเล็ก ดังนี้ ด้านการบริหารจัดการ ด้านบุคลากร ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านอาคาร สถานที่ สิ่งแวดล้อม และความปลอดภัย และ ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน ซึ่งแต่ละด้านดำเนินการตามการบริหาร คือ การวางแผน การจัดองค์การ การอำนวยการ และการควบคุมงาน 5) การประเมินผล จากผลการประเมินผล คุณภาพภายในสถานศึกษาในด้าน ร่างกาย อารมณ์ - จิตใจ สังคม และสติปัญญา และคู่มือการใช้รูปแบบของผู้มีส่วน เกี่ยวข้อง และ 6) เงื่อนไขความสำเร็จ ผู้บริหารท้องถิ่นมืวิสัยทัศน์ มีภาวะผู้นำ และมีความมุ่งมั่นในการพัฒนาการศึกษาอย่างต่อเนื่อง อีกทั้งครูผู้ดูแลเด็ก มีความรับผิดชอบในการปฏิบัติงาน มีประสบการณ์ในการทำงานด้านดูแลเด็ก และมีความต้องการที่จะพัฒนาการจัดการศึกษาอย่างต่อเนื่อง และผู้มีส่วนได้เสียให้ความสำคัญและให้การสนับสนุนการจัดการศึกษา 3.ผลการประเมินรูปแบบการบริหารศูนย์พัฒนาเด็กเล็กที่มืประสิทธิผล สังกัดองค์กรปกครองส่วนท้องถิ่น พบว่า องค์ประกอบรูปแบบ ด้านหลักการ จุดมุ่งหมาย กลไกการ ดำเนินการ การดำเนินการ การประเมินผล และเงื่อนไข ความสำเร็จ มีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ ภาพรวมอยู่ในระดับมากที่สุดทุกด้าน และ เมื่อพิจารณารายด้าน ทุกด้านมีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับมากที่สุด

The general objective of this research was to present an effective model of children development centre administration under local administration organization. The specific purposes of the study were as follows: 1) to study the current problems and needs in the children development centre administration, 2) to create an effective model of children development centre administration , and 3) to evaluate the suitability, possibility, and utility of the constructed model. The research operation was conducted in 3 phases. Phase 1: the investigation of the current state and problems of and need in children development centre administration under local administration organization by ascertaining current state and problems of and need in children development centre administration under local administration organization. The study sample of 394 child development centers in 3 prototypes interviewed local administration organization, head of government, head of child development centre and focus group of teachers in child development centre, and observe the children development centre under local administration organization. Phase 2: create an effective management of child development centers by researchers from the analysis process, synthetic of papers and related researches and Gist Studies in step 1 preparation guide implementation of the model , which has verified the suitability of the model and the guide by specialists. Phase 3 presentation and evaluation of possibility and the benefits of an effective model of children development centre administration implementation were done through a connoisseurship of 25 experts. The research findings were as follows: 1. It was found that the current situations, problems, and need of the administration of the childcare centers under the Local Administration Organization were overall at a higher level. The problems were lacks of budget for the development. Sufficient budget for the development of personnel was the need derived from the survey. 2,The main elements of the model, 6 main components of the model were derived: 1) principles of management, a study of children development centre framework, the administration participation of the community and teamwork, 2) aims to develop learners to develop properly physical, emotional, mental, social, and intellectual, and to guide local administration organization, policymakers can apply the model to the local administration, 3) mechanism of action includes local administrators, head of government, teachers , care give rs, management board of childcare center, groups and other relevant organizations and agencies. 4) the implementation of the framework for the study of ma nagement, personnel managerment and activity-based academic curriculum, buildings, environment and security, and the involvement and sup p o rt o f the community , each o f the implementation of the management process of planning, organizing, directing and controlling. 5) evaluation of the internal quality assessment studies in the physical, emotional-spiritual, social and intellectual and manual forms of stakeholders, and 6) the conditions for success, local leaders with vision , leadership and commitment in the development of continuing education. Moreover, teachers who care are responsible for the operation and working experience in childcare. There is a need to develop continuing education and stakeholders to focus and to support education. 3. It was found that the result of an evaluation o f the constructed model effective to the administration of the child carecenters was at the highest level inter m of the suitability , possibility, and u t i lit y o f t h e o v e r a ll and in d iv id u a l components of the model, namely, principles, Goals, Operational mechanism, Operation, Evaluation, and Success condition.
